Andrew accepts appointments as expert witness in construction and engineering matters including professional negligence involving quantity surveying practice and procedure and the valuation of final accounts including variations, daywork and prolongation and loss of productivity claims; terminations; and reinstatement cost for fire insurance purposes including listed buildings.
Andrew has been instructed as quantum expert in litigation in the UK, Technology and Construction Court (including as single joint expert), at public inquiry and in domestic and international arbitration under the Arbitration Act (England and Wales), London Court of International Arbitration (LCIA), International Chamber of Commerce and International Bar Association Rules and has provided expert testimony in litigation, at public inquiry and in domestic and LCIA (including witness conferencing) arbitrations. Andrew also provides claims and counterclaims preparation and rebuttal, contracts and commercial management, project review/recovery and dispute avoidance services.
Andrew has over 35 years’ experience advising clients on construction, energy and infrastructure projects. His sector expertise includes oil and gas, power, mining, residential, rail and mechanical, electrical and plumbing services. He has advised on projects in the UK, France, Germany, Italy, Greece, Turkey, Norway, Sweden, Finland, Canada, USA, South America, the Caribbean, India, Pakistan, Australia, Dubai, Oman, Burkina Faso, Sierra Leone and South Africa.
Andrew has been appointed as adjudicator, mediator and arbitrator. He is a Fellow of the Chartered Institute of Arbitrators and a Member of the Royal Institution of Chartered Surveyors, the Society of Construction Law, and the Honourable Society of Gray’s Inn. Andrew is an Unregistered Barrister who has not practiced as a Barrister and does not provide legal services.
